When one does not want, two do not negotiate: the actions of FETRAF-RS under right-wing governments (2016-2022)

Abstract

This article investigates the repertoire of actions of the Federation of Family Farming Workers of the state of Rio Grande do Sul (FETRAF-RS) in relation to the State from 2016 to 2022, a period marked by the rise of right-wing to the federal government. It analyzes the changes that occurred following the 2016 Coup, as well as the repertoire presented by FETRAF-RS in this new context, pointing out the crisis faced by this family farming unionism in the face of right-wing governments. The theoretical-methodological frameworks of Antonio Gramsci, Nicos Poulantzas, and Charles Tilly are articulated, along with qualitative research tools. The sources include 13 semi-structured interviews with representatives of this unionism, congress resolutions of FETRAF, and the dissemination of its actions on the Federation’s Facebook profile. The repertoires used during the period were diverse, but the attempt of unionism to negotiate with the State predominated, even when the State did not open any dialogue channels.
