Abstract

The Land Statute first defined who can be a beneficiary of land reform policy. Subsequent laws, administrative rules, and land reform plans have since redefined such definitions. These changes evince permanence, mainly in the laws, and changes suggested mainly in the land reform plans. The changes include broadening the modalities of land reform by recognizing traditional peoples. The survey on the definition of the beneficiary of land reform reflects, among other things, the understanding the formulators of laws, norms, and plans have of rural workers, who are the potential beneficiaries of the policy. Finally, we see that the (re)definitions about who can be a beneficiary of land reform influence the possibilities of implementing one of the main land democratization policies.
